The Hai Phong Municipal People’s Committee has published a master catalog of 711 administrative procedures applicable within the city’s Free Trade Zone, spanning investment, trade, land administration, construction, science and technology, and labor.
Under the allocation, the Hai Phong Economic Zone Authority (HEZA) is assigned to handle 116 administrative procedures, while 595 others will be administered by six specialized municipal departments.
The 116 procedures cover investment-related activities within the Hai Phong FTZ, including investor selection bidding, import-export operations, investment support, construction, spatial planning, environmental oversight, climate change response, and employment. Of these, 25 procedures directly govern project implementation and day-to-day investor operations.
Specifically, HEZA is empowered to grant in-principle investment approvals, investor approvals, amendments to in-principle investment decisions, modifications to investor approval decisions, extensions of project operating terms, and adjustments to investment projects that have received in-principle approval but have not yet completed investor selection.
HEZA will also handle amendments to investor approval decisions, revisions to Investment Registration Certificates (IRCs) within its jurisdiction, reissuance and corrections of IRC details, IRC replacements, share and capital contribution acquisitions, the establishment of foreign executive offices under Business Cooperation Contracts (BCCs), and adjustments to operating certificates for BCC executive offices.
Additionally, the authority will process the termination of BCC foreign executive offices, notifications of voluntary project suspensions or terminations by investors, the issuance and reissuance of IRCs under special investment procedures, and the application of investment security measures. HEZA will also oversee administrative matters concerning import-export, commerce, investment incentives, construction, planning, environmental management, and labor.
The remaining 595 administrative procedures concerning investors in the FTZ were assigned to six departments: Science and Technology; Agriculture and Environment; Industry and Trade; Construction; Finance; and Home Affairs.
Earlier, on October 13, 2025, the Municipal People’s Committee issued a decision establishing the Hai Phong FTZ covering approximately 6,292 ha across three non-contiguous locations: 2,923 ha within the Southern Hai Phong Coastal Economic Zone (across Chan Hung and Hung Thang communes); 1,077 ha within the Dinh Vu–Cat Hai Economic Zone (Dong Hai Ward); and 2,290 ha within the Dinh Vu–Cat Hai Economic Zone (Cat Hai area).
